These lawyers were the subject of Louisiana Supreme Court disciplinary orders of Louisiana Attorney Discipline Board recommendations published during the month of August 2025.
LADB Hearing Committees

- Chester J. Rothkamm, Jr. Hearing Committee #29 recommended that the Office of Disciplinary Counsel’s motion to revoke probation be granted and that the respondent’s previously deferred one-year-and-one-day suspension be made executory. Rothkamm was originally suspended on May 23, 2023, for mishandling his client trust account and failing to supervise electronic transfers. During his probation, he failed to submit required CPA audits, concealed trust-account information, and did not cooperate with the ODC. The committee found that he converted $144,479.43 belonging to a client, made false statements to the court and ODC, was held in contempt, and served 24 hours in jail. In doing so, he violated Rules 1.15(a) and (d), 3.3(a)(1), 8.1(a) and (c), and 8.4(a)–(d).
- Edward Moses, Jr. Hearing Committee #26 recommended that the respondent be suspended from the practice of law for eighteen months, retroactive to the effective date of his prior reciprocal discipline imposed on May 29, 2024. Moses was previously suspended for one year by the Louisiana Supreme Court following a reciprocal suspension from the U.S. District Court for the Middle District of Louisiana for repeatedly filing frivolous pleadings. In this separate matter, Moses filed a petition for habeas corpus and writ applications in a criminal case alleging that the State of Louisiana lacked jurisdiction because the offense occurred on “Atakapa tribal lands” and sought to have his client released to his own custody as “judge” of the self-proclaimed Atakapa Nation. The committee found the filings frivolous and prejudicial to the administration of justice, advanced for personal motives rather than the client’s interests, and part of a pattern of similar misconduct. In doing so, Moses violated Rules 3.1 and 8.4(d).
